STIR/SHAKEN Caller ID Authentication Rules Revised to Expand Participation

The Secure Telephone Identity Governance Authority (Governance Authority) has issued a revision of its Service Provider Code (SPC) Token Access Policy.  Currently under the SPC Token Access Policy, entities seeking a certification of the STIR/SHAKEN caller ID authentication framework are required to have direct access to telephone numbers from the North American Numbering Plan Administrator and National Pooling Administrator.  The issued revision eliminates that requirement and replaces it with the requirement that an entity must be listed in the Federal Communications Commission’s (FCC) forthcoming Robocall Mitigation Database.  This revision to the rules will be effective upon the FCC’s Robocall Mitigation Certification filing deadline.  Eligible voice service providers that cannot obtain a timely certification due to this revision have an extended time to receive such certification until “it is feasible for [such] provider to participate in STIR/SHAKEN.”
