Senators Mike Lee (R-UT) and Marsha Blackburn (R-TN) have introduced legislation, the Protecting Communications Networks from Chinese Communist Part Espionage Act (S. 4820), that would require the auction of the 3.1-3.45 GHz band within seven years and allow the FCC to borrow from the Treasury up to $3.7 billion to implement the Secure and Trusted Communications Networks Reimbursement Program.  That money would be paid back from the eventual proceeds of the auction.
