Building on the FCC’s November Order and Further Notice of Proposed Rule Making regarding rural call completion, Senator Tim Johnson (D-SD) hasintroduced the Public Safety and Economic Security Communications Act of 2014 (S. 2125).  The bill seeks to ensure the integrity of voice communications, and to prevent unjust or unreasonable discrimination in the delivery of voice communications. The bill would require providers that transport voice calls to register with the FCC and comply with basic service quality standards.  The Commission would establish these standards within 180 days of enactment.  The bill has been referred to the Senate Committee on Commerce, Science, and Transportation for consideration.
