FCC Chairman Ajit Pai has announced yet another process reform measure. No longer will the Enforcement Bureau, with the approval of the Chairman, be permitted to enter into a consent decree settling an outstanding investigation after a majority of the Commissioners have voted to find a violation and impose a forfeiture. Going forward, once a majority of the Commission has voted to impose a forfeiture, the Enforcement Bureau will not be permitted to enter into a consent decree arrangement unless that arrangement is approved in advance by a majority of the Commission.
