NTIA has released a Policy Notice with further guidance and clarifications for BEAD Program implementation. Of note, BEAD recipients may retain program income from subawards without restriction, including income derived from the servicing and use of supported networks and connections. Further, the federal cost principles that subrecipients must follow in determining allowable costs, do not apply to subawards. Eligible Entities may issue fixed amount subawards for the purpose of a broadband infrastructure project.
NTIA highlighted several other requirements for audits, procurement standards for fixed amount subawards, property standards for fixed amount subawards, and the federal interest period.
