The highly anticipated Connect America Fund (CAF) et al. Omnibus Order and Further Notice of Proposed Rulemaking (FNPRM) advancing further universal service fund reforms has been released by the FCC after having being adopted at its April open meeting. Among other things, the item abolishes the quantile regression analysis and moves forward with CAF Phase II and Mobility Fund Phase II with a new ETC designation process and other proposed changes. Comments on the FNPRM portion of the item will be due 30 days after publication in the Federal Register, which has not yet occurred, and reply comments will be due 30 days thereafter.
