Representative Austin Scott (R-GA) has introduced legislation (H.R. 4884) that, if passed, would cap the total amount of support provided through the Federal Lifeline program at $1.5 billion annually, beginning in 2017. Representative Scott’s Lifeline bill would also prohibit Lifeline support from being applied to any amount charged for the sale of a mobile device, and it would end Lifeline support for voice only service. Representative Scott’s bill has been referred to the House Committee on Energy and Commerce.
