As it gathers information and prepares to draft its proposed Communications Act update, the House Energy & Commerce Committee has released its second #CommActUpdate white paper. This white paper focuses on spectrum policy, and seeks comment on a number of topics including spectrum licensing, the role of unlicensed operations, spectrum sharing, efficiency, flexible use, spectrum aggregation limits, buildout requirements, and interference concerns. While the questions posed in the white paper address specific issues, the committee encourages interested parties to comment on any aspect of spectrum policy. Responses should be submitted to CommActUpdate@mail.house.gov by April 25, 2014.
