Congressman Raul Ruiz (D-CA) has introduced the Tribal Digital Access Act (H.R. 1581) in the U.S. House of Representatives.  The bill aims to expand broadband Internet access to tribal lands.  Specifically, the bill would amend section 254(b)(3) of the Communications Act, which establishes universal service principles relating to access in rural and high-cost areas, to include access to telecommunications and information services on tribal lands and areas with large Native American populations.  The bill has been referred to the House Committee on Energy and Commerce for consideration.
