The FCC has adopted an Order granting a Petition for Limited, Expedited Waiver filed by GCI Communication Corp and partially granting a Supplement to Petition filed by GCI as related to in-motion drive test speed thresholds. Under the FCC’s rules, in general, a speed of at least 15 mph is required for an in-motion drive test for an Alaska Plan participant. In granting GCI’s Petition and Supplement, the FCC waived the 15 mph threshold for 48 grid cells, in which GCI claimed: (1) higher driving speeds would be unsafe; (2) it has limited accessibility to those grid cells; (3) it would be too costly to retest; or (4) it has drive-test data collected at speeds close to the 15 mph threshold.
The FCC did not take action on an additional 107 grid cells submitted by GCI on the grounds that those grid cells were roadless. The Commission also granted an extension to GCI for it to complete all of its drive retesting by October 2, 2023.
