FCC Takes Measures to Improve Call Blocking Regime

The FCC has adopted an Order on Reconsideration, a Sixth Further Notice of Proposed Rulemaking, and a Waiver Order to reconsider, clarify, seek comment on, and waive certain aspects of the call blocking regime.  In the Order on Reconsideration, the Commission clarifies portions of the Call Blocking Fourth Report and Order to ensure that voice providers continue to block unwanted and illegal calls while also protecting legitimate callers. 

The Sixth Further Notice of Proposed Rulemaking seeks comment on whether the flexibility afforded in the Order on Reconsideration should be made permanent.  Lastly, the Waiver Order grants a waiver to allow voice service providers terminating calls on an IP network to use SIP Code 603, in addition to SIP Code 607, from January 1, 2022 until the effective date of the Order on Reconsideration.

Comments on the Sixth Further Notice of Proposed Rulemaking will be due 30 days after its publication in the Federal Register, which has not yet occurred, and replies will be due 45 days after its publication in the Federal Register.
