The FCC has released a Public Notice seeking comment on whether, and if so how, it should propose amendments to its mobile spectrum holdings rules and policies. This is in response to a Petition for Rulemaking filed by AT&T asking the FCC to: (1) initiate a rulemaking on the mobile spectrum holding rules; and (2) create a mid-band spectrum screen. Comments on the Public Notice are due October 23 and replies are due November 8.
