FCC Order Implements Rules to Expand Contribution Base That Supports IP CTS

The Federal Communications Commission (FCC or Commission) has adopted a Report and Order (Order) that implements new rules to broaden the support mechanism for IP Captioned Telephone Service (IP CTS). IP CTS allows individuals with impaired hearing to use a display-equipped telephone to read captions of what the other party is saying. The Order expands the Telecommunications Relay Services Fund (TRS) contribution base to include end-user-paid revenues from intrastate as well as interstate voice communications services. Furthermore, the interim funding structures will be replaced without affecting the total contributions needed to support the service, so that any pricing distortion is remedied.
