FCC Issues Rural Call Completion Reconsideration Order

The Federal Communications Commission (FCC) has issued an Order on Reconsideration in which it grants a petition for reconsideration of the Rural Call Completion Order filed by USTelecom and ITTA.  As a result of this decision, the call completion recordkeeping, retention, and reporting requirements will not apply to intraLATA toll calls that are carried entirely over a covered provider’s network, and intraLATA toll calls that are handed off by a covered provider directly to the terminating local exchange carrier (LEC) or to the tandem that the terminating LEC’s end office subtends.  Additionally, in another part of the Order on Reconsideration, the FCC denies petitions for reconsideration of the Rural Call Completion Order filed by Carolina West and COMPTEL, denies and dismisses a petition for reconsideration filed by Sprint Corporation, and dismisses a petition for reconsideration filed by Transcom Enhanced Services, Inc.  According to the FCC, the petitions that it has denied, if granted, would have impaired its ability to monitor and take enforcement action against call completion problems.
