FCC Completes Initial CAF II Eligible Location Adjustment Process Review; Announces Revised Timeline for Challenge Process

The Federal Communications Commission’s (FCC or Commission) Wireline Competition Bureau has issued a Public Notice announcing (1) the completion of its initial review of information submitted by participants in the Connect America Fund Phase II (CAF II) Eligible Location Adjustment Process (ELAP); and (2) setting a revised schedule for stakeholder registration and challenges to the information filed by ELAP participants. 

The ELAP provides recipients of CAF II funding won in Auction 903 the opportunity to seek a reduction in their deployment obligations (and funding) where they have not found enough eligible locations to meet those obligations.  A total of 27 recipients sought adjustments in 23 states by filing the required information, which the FCC has now accepted.  The next steps are for prospective Stakeholders (individuals, governmental and non-governmental entities, but not competitors): (a) to register by March 25, 2022 to view confidential information; and (b) to file any challenges (adding eligible locations) between April 1 and June 29, 2022.
