The Federal Communications Commission (FCC or Commission) has announced, in a Public Notice, that the Commonwealth of Pennsylvania has certified that it has issued and made rules and regulations implementing authority over pole attachments in its state. Certification by a state preempts the Commission from further accepting pole attachment complaints. The Commission also announced the other 21 states and the District of Columbia as having already being certified that they regulate rates, terms, and conditions for pole attachments in their states, including: Alaska, Arkansas, California, Connecticut, Delaware, Idaho, Illinois, Kentucky, Louisiana, Maine, Massachusetts, Michigan, New Hampshire, New Jersey, New York, Ohio, Oregon, Utah, Vermont, Washington, and West Virginia.
