FCC Adopts Supplemental Coverage from Space Framework

The FCC has adopted a Report and Order establishing a new regulatory framework to allow satellite technology to extend the reach of terrestrial wireless networks in remote areas.  This supplemental coverage from space framework will permit partnerships between wireless carriers and satellite operators to enable consumers to stay connected in areas where there is no terrestrial mobile service.  These partnerships will be authorized only for certain licensed, flexible-use spectrum bands and within a specified geographic area.

The Commission also adopted a Further Notice of Proposed Rulemaking seeking comment on an interim requirement that will mandate terrestrial providers to route all supplemental coverage from space 911 calls to a Public Safety Answering Point using either location-based routing or an emergency call center.  The FNPRM also seeks comment on other public safety issues that may arise from supplemental coverage from space operations.
