As part of a Report and Order announcing the availability of $100 million for rural broadband experiments, the FCC released a Further Notice of Proposed Rulemaking (FNPRM) that seeks comment on measures the FCC could take in the Connect America Fund Phase II competitive bidding process to create incentives for state and other governmental entities to contribute funding to support the extension of broadband-capable networks. Comments in response to the FNPRM are due on or before September 2, 2014 and reply comments are due on or before September 15, 2014.
