Federal-State Joint Board to Examine, Recommend Changes to USF Contribution Rules

The Federal Communications Commission (FCC) has released an Order which asks the Federal-State Joint Board on Universal Service (Joint Board) to provide recommendations on how the FCC should modify the existing universal service fund (USF) contribution methodology.  In its most recent effort to consider reforms to the USF contribution methodology, the FCC issued a Notice of Proposed Rulemaking (NPRM) which sought comment on a broad range of issues related to who should contribute to the USF; how USF contributions should be assessed, and how the USF contribution system can be made more transparent and fair.  In its request, the FCC has asked the Joint Board to examine the record developed in response to that NPRM.  The FCC has requested that the Joint Board present its recommended decision no later than April 7, 2015.
