FCC Closes Loophole in Access Stimulation Rules

The FCC has adopted a Second Report and Order that modifies the access stimulation rules to close a perceived loophole exploited by access-stimulating entities to continue to inflate access charges paid by interexchange carriers by inserting internet protocol enabled service providers into call paths.  This exploitation resulted in interexchange carrier’s end user customers bearing the cost for services they did not use.
