FCC Adopts Further Rules to Implement STIR/SHAKEN

The FCC has adopted a Report and Order, which establishes further rules to combat illegal robocalls.  Specifically, the new rules require all providers, regardless of their STIR/SHAKEN implementation status, to take “reasonable steps,” to mitigate illegal robocall traffic and submit a certification and mitigation plan to the Robocall Mitigation Database.  The Commission also makes clear that violations of its mandatory blocking rules could result in substantial fines using per call forfeiture calculations.

A Further Notice of Proposed Rulemaking was also adopted, which seeks comment on how the Commission can continue to enhance and improve robocall protections for consumers.  Comment dates will be set once the FNPRM is published in the Federal Register.
