FCC Settles with Verizon, AT&T, Intrado, and CenturyLink Following 911 Rule Violation Investigations

The Enforcement Bureau of the Federal Communications Commission (FCC, Commission) has announced settlements with Verizon, AT&T, Intrado, and CenturyLink resolving separate investigations regarding compliance with the Commission’s 911 reliability rules stemming from outages which occurred in September and May of 2020. Each carrier has entered into a separate Consent Decree requiring monetary payments and implementation of new compliance plans designed to ensure adherence to 911 reliability rules.  Under the Consent Decrees, Verizon will pay $274,000 as part of its settlement over alleged failed 911 calls in May 2020.  AT&T will pay $460,000 to resolve two separate investigations into failed 911 calls, failure to appropriately notify 911 call centers, and failure to deliver number and location information during a September 2020 outage.  Intrado will pay $1,750,000 to resolve an investigation into potential failure to notify 911 call centers during an outage in September 2020.  CenturyLink, now called Lumen Technologies, will pay $3,800,000 to resolve investigations into failure to transmit 911 calls and insufficient notification of call centers during a September 2020 outage.
