Members of the House and Senate have introduced the bipartisan Cell Site Simulator Warrant Act, which would ban the use of cell site simulators unless a government agency obtains a probable cause warrant from a judge.  A cell site simulator, a surveillance technology commonly referred to as a “stingray,” is often used by law enforcement officials to track cellphones.  The bill would also require that data collected from cell site simulators be minimized and would allow private right of action by individuals who are surveilled illegally.
