The Federal Communications Commission (FCC or Commission) has adopted its final rules to implement the Emergency Connectivity Fund (ECF) Program.  The ECF Program, a $7.17 billion program established by the American Rescue Plan Act of 2021, will fully reimburse schools and libraries for reasonable costs associated with eligible equipment, advanced telecommunications services, and information services.  The final rules define eligible equipment and services as well as reasonable support amounts for funding.  The Universal Service Administrative Company (USAC) will serve as the program administrator.
