WCB Announces Procedures for Filing Caller ID Authentication Exemption Certifications

The Federal Communications Commission’s (FCC or Commission) Wireline Competition Bureau (WCB or Bureau) has announced the procedures for filing for an exemption to the Commission’s caller ID authentication rules, pursuant to the Pallone-Thune Telephone Robocall Abuse Criminal Enforcement and Deterrence (TRACED) Act.  In implementing the TRACED Act, the Commission adopted rules requiring voice service providers to implement STIR/SHAKEN in the IP portions of their network and caller ID authentication in the non-IP portions of their network.  Voice service providers could make use of an exemption to either the IP caller ID or non-IP caller ID rules if they demonstrated early implementation of caller ID technology.

Voice service providers that wish to qualify for the exemption will be required to submit one certification that the company meets the criteria for the IP networks exemption, the non-IP networks exemption, or both.  Each certification must be submitted with an accompanying statement explaining how the company meets the exemption.  All certifications and accompanying statements must be filed electronically in WC Docket No. 20-68 in the FCC’s Electronic Comment Filing System (ECFS) no later than December 1, 2020. The Bureau will review the certifications and issue a list of parties receiving an exemption on or before December 30, 2020.
