Five states and one territory have become National Lifeline Verifier areas as of October 15, 2018 with a soft launch period in Guam, Hawaii, Idaho, New Hampshire, North Dakota, and South Dakota. This soft launch period will allow eligible telecommunications carriers (ETCs) to familiarize themselves and test their systems and processes with the National Verifier online portal before an as-yet unscheduled full launch. At that time all eligibility determinations and recertifications must be conducted by the National Verifier and consumers will be able to access the system.
