The FCC  has taken action to eliminate certain outdated rules applicable to common carriers.  Specifically, the FCC has eliminated as no longer necessary certain rules from which the Commission has granted unconditional forbearance for all carriers. Additionally, the Commission has eliminated the references to telegraph service from certain sections of its rules, although the substantive rules that apply to telegraph services remain unchanged with one exception.  The FCC granted forbearance for telegraph services from all exit regulations under section 214 of the Act and Part 63 of its rules relating to service reductions and discontinuances.
