Granite Seeks Clarification on BOC Unbundling Obligations

The FCC has established a pleading cycle in response to a Petition for Declaratory Ruling filed by Granite Telecommunications (Granite) that seeks comment on the scope of unbundling obligations imposed on Bell Operating Companies (BOCs) under Section 271 of the Communications Act.  Granite requests that the Commission issue a ruling under sections 201(b) and 202(a) of the Communications Act that BOCs continue to have obligations:  not to separate unbundled network elements (UNEs) provisioned pursuant to section 271(c)(2)(B)(iv)-(vi) of the Telecommunications Act; (2) to combine such UNEs; and (3) to commingle such UNEs with other wholesale services obtained from the BOCs. Interested parties may file comments on or before June 15, 2015 and reply comments on or before June 30, 2015.
