Representative Bill Foster (D-IL) has introduced the “Closing the Digital Divide for Students Act of 2015” in the U.S. House of Representatives. Congressman Foster’s bill, if passed, would amend the U.S. Housing Act of 1937 to provide low-income families with a utility allowance that includes costs of residential broadband Internet access service. Only households with children that qualify for free and reduced price school lunch would be eligible for the allowance. The bill has been referred to the House Committee on Financial Services.
