The FCC’s Wireline Competition Bureau is seeking comment on a petition filed by the Voice Communication Exchange Committee (VCXC) requesting that the FCC issue a Notice of Inquiry (NOI) on the migration to high definition (HD) voice technologies as part of the FCC’s Internet Protocol transition proceeding (also referred to as the technology transitions proceeding). In its petition, VCXC calls on the FCC to “investigate the benefits of a common HD voice implementation to replace standard definition voice services historically associated with the Public Switched Telephone Network (PSTN).” HD voice is able to transmit a larger frequency range (50 Hz to 7 kHz) than standard voice service (300 Hz to 3.4 kHz), which better corresponds to the frequency range of the human voice (75 Hz to 14 kHz). Comments on VCXC’s petition are due on or before June 23, 2014, and reply comments are due July 8, 2014.
