The universal service fund (USF) contribution factor for fourth quarter (4Q) 2018 is set to climb to an all-time high of 20.1 percent. The quarterly contribution factor is calculated based on the ratio of projected USF costs to contributors’ projected end-user telecommunications revenues. Projected revenues for 4Q 2018 Q are forecasted at around $10.24 billion, down from $12.95 billion last quarter. Revenues from voice services continue to decline, however the USF contribution base remains unadjusted.
