Windstream Corporation (Windstream) is seeking forbearance from enforcement of the FCC’s cost assignment rules, which generally require carriers to assign network costs and network service revenues to specific categories, such as nonregulated or regulated service, intrastate or interstate jurisdiction, and specific access services, such as local switching or common line. In a May 2013 Order, the FCC granted forbearance from enforcement of its cost assignment rules for all price cap carriers, subject to four conditions, one of which requires the approval of a compliance plan describing how the price cap carrier will continue to fulfill its statutory and regulatory obligations. On January 31, 2014, Windstream filed a compliance plan to avail itself of the grant of forbearance. Comments on Windstream’s compliance plan are due on or before March 6, 2014, and reply comments are due March 20, 2014.
