Citing special circumstances due to the need for additional funding for persons with disabilities, the FCC’s Wireline Competition Bureau (WCB) has issued an order waiving the Emergency Connectivity Fund (ECF) Program’s $400 device reasonable support amount for five petitioners: Fresno Unified School District, St. Francis School for the Deaf, Arizona Schools for the Deaf and the Blind, and NYSARC Inc, New York City Chapter, and AHRC New York City. WCB additionally denied two other petitioners’ requests for additional device funding, as those requests did not present “special circumstances” warranting additional funding beyond the $400 device limit.
