The Federal Communications Commission’s (Commission) Wireless Competition Bureau (WCB) has issued a public notice seeking comment on the proposed eligible services list (ESL) for the E-Rate program for funding year (FY) 2020. Under the proposed ESL and as stated in the 2014 First E-Rate Order, three Category Two services will be ineligible for FY 2020 support: (1) managed internal broadband services; (2) caching; and (3) basic maintenance of internal connections. Therefore, if the Commission does not act before the adoption of the FY 2020 ESL, then funding for the three Category Two services will only be available to entities still operating under their five-year Category Two budget cycles in FY 2020. Comments are due to be filed on or before September 3, 2019, and reply comments are due to be filed on or before September 18, 2019.
