Legislation to deal with rural call completion issues has been reintroduced in both the U.S. Senate and House of Representatives. The Improving Rural Call Quality and Reliability Act would direct the FCC to adopt quality standards to ensure the delivery and completion of voice calls as well as rules requiring intermediate providers that transmit voice calls to register with the agency.

Commerce, Science, and Transportation Committee Chairman John Thune (R-SD), committee member Amy Klobuchar (D-MN), and Sen. Jon Tester (D-MT) are sponsors of the Senate measure, S. 96. Sponsors of the House companion bill (H.R. 460) are Energy and Commerce Committee member Peter Welch (D-VT) and Rep. David Young (R-IA).
