More LECs Seek Waivers to Add Halo Revenue to Their ICC Recovery Mechanism Support

The FCC’s Wireline Competition Bureau is seeking separate comment on two petitions for waiver of the FCC’s rules that govern the intercarrier compensation (ICC) recovery mechanism in order to be allowed to include in their ICC “Base Period Revenue” amounts certain intrastate access charges that were billed to Halo Wireless, Inc. (Halo) during fiscal year 2011, but cannot be collected because of Halo’s bankruptcy.  One petition was filed by Wilkes Telephone Membership Corporation, and the other was jointly- filed by Alenco Communications, Inc., Five Area Telephone Cooperative, Inc., Nortex Communications, North Texas Telephone Company, Peoples Telephone Cooperative, Inc., Totelcom Communications, LLC, West Plains Telecommunications, Inc., and XIT Rural Telephone Cooperative, Inc.  For both petitions, comments are due on or before September 11, 2014, and reply comments are due September 26, 2014.
