The FCC’s Wireline Competition Bureau, Wireless Telecommunications Bureau, and Office of Engineering and Technology (Bureaus) are requesting updates to the record on performance measures for certain Connect America Fund (CAF) high-cost universal service support recipients, including price cap carriers, rate-of-return carriers, rural broadband experiment (RBE) support recipients, and CAF Phase II auction winners. Specifically, the Bureaus seek comment on whether the FCC should require the same testing method options and parameters for all high-cost support recipients to serve fixed locations, and if not, then what different options or parameters should be considered. Comment is also sought on a previous proposal that would require all ETCs with fixed broadband performance obligations to use certain speed testing parameters and whether to use internal network management system tools or external measurement tools (e.g., Speedtest/Ookla or M-Labs). Comments are due by December 6, 2017.
