The Federal Communications Commission (FCC or Commission) has released the Application Procedures for the 600 MHz Broadcast Incentive Auction, currently scheduled to begin on March 29, 2016. The window for Reverse Auction applications will open on December 1, 2015 at noon Eastern Time (ET) and will close on December 18, 2015 at 6:00 pm ET. The window for Forward Auction applications will open on January 14, 2016 at noon ET and will close on January 28, 2016 at 6:00 pm ET. Upfront payments for Forward Auction applicants will not be due until after the initial clearing target and band plan are announced – sometime after March 29, 2016. The Public Notice also includes market-by-market information on the spectrum reserve eligibility of nationwide providers.
