FCC Settles Verizon, Potomac Edison Pole Attachment Dispute

The Federal Communications Commission (FCC or Commission) has issued an Order on Reconsideration reconsidering a previous Commission Order adjusting the pole attachment rates Potomac Edison charged Verizon, which it decided were unjust and unreasonable.  The FCC dismisses Verizon’s request procedurally and substantively, stating that Verizon had neither presented any new arguments since the FCC’s initial Order nor had it presented a valid basis to overturn the FCC’s previous decision.  The Order on Reconsideration also granted Potomac Edison’s request in part and reconsidered the rate of return used to calculate carrying charges.
