FCC Seeks Comment on Rule Changes to CBRS Framework

The FCC has adopted a Notice of Proposed Rulemaking seeking comment on various rule changes to the Citizens Broadband Radio Service (3.5 GHz) spectrum sharing framework.  CBRS currently uses a tiered licensing system to share 150 megahertz of spectrum.  Specifically, the NPRM seeks comment on increasing power levels in the band, aligning out-of-band emissions limits with those of adjacent bands, relaxing SAS connectivity requirements, imposing Time Division Duplex coordination procedures, updating protection measures for certain FSS earth stations, and sunsetting rules related to the grandfathered wireless broadband license transition. 

The Commission also adopted a Declaratory Ruling confirming that NTIA and DoD are not considered the “general public” for purposes of the rule related to disclosure of information by SAS administrators.
