The Federal Communications Commission has released a Public Notice seeking comment on a Petition for Rulemaking filed by the National Telecommunications and Information Administration (NTIA) requesting that the Commission initiate a rulemaking proceeding to update the rules and requirements for the Telecommunications Service Priority (TSP) system. TSP is a program that authorizes national security and emergency preparedness (NS/EP) organizations to receive priority treatment for vital voice and data circuits. The TSP program provides service vendors a FCC mandate to prioritize requests by identifying those services critical to NS/EP. In its petition, NTIA requests that the current TSP rules and requirements be updated to “reflect the current operations of TSP, the current Executive Branch governance structure for the service and the need to reflect new communications providers and technologies available” to NS/EP users. Comments are due on or before Friday, August 30, 2019, and reply comments are due on or before Monday, September, 16, 2019.
