The FCC has issued a Notice of Proposed Rulemaking proposing prohibiting all future authorizations of equipment on the Public Safety and Homeland Security Bureau’s Covered List of communications equipment posing a national security risk.  The proposal bans equipment authorization through the FCC’s Certification or Supplier’s Declaration of Conformity equipment authorization processes.

The FCC is also inquiring whether it should revoke previous equipment authorizations for equipment on the Covered List, and whether the Commission should require national security certifications for FCC auction participants.  A related Notice of Inquiry asks whether the Commission can create incentives in equipment authorization processes related to adoption of consumer device cybersecurity best practices.
