The FCC and NTIA have released an updated Memorandum of Understanding between the agencies on spectrum coordination. The MOU has not been updated for nearly twenty years. The MOU establishes a stronger collaborative effort between the agencies for managing spectrum use and planning, including: (1) holding formal meetings to conduct joint spectrum planning at least quarterly; (2) holding monthly meetings between each agency’s staff to exchange information on the long-term spectrum outlook; (3) an effort to share more information, concerns, and views in the spectrum planning process; and (4) working together to develop and implement a clearer dispute resolution process.
