The Federal Communications Commission (FCC or Commission) has announced modifications to the performance testing procedures for carriers that receive Connect American Fund (CAF) support. The Commission took this action to ensure that carriers deliver the network performance they commit to and to minimize the burden of testing on them and their customers. The FCC will maintain the quarterly speed and latency tests but made some modifications to the performance testing procedures, including: (1) modifying the schedule for testing, basing it on deployment obligations specific to each support mechanism; (2) implementing a new pre-testing period that allows carriers to become familiar with the testing procedures; and (3) identifying which customer locations should be targeted and selecting the endpoint for testing broadband connection.
