The FCC’s Wireline Competition Bureau (WCB) has adopted an Order on its own motion granting a limited waiver to Connect America Fund Phase II (CAF-II) recipients of the random sample requirements for speed, latency, and timing, but only for carriers engaged in pre-testing. Specifically, CAF-II carriers may extend the period during which they can conduct Q1 2020 pre-testing until April 30, 2020. If necessary, these qualifying carriers may use a non-random, carrier-generated sample of subscribers for that pre-testing period. CAF-II carriers must still complete two separate quarters of pre-testing in 2020 and comply with the adopted requirements for Q3 and Q4 2020 testing with a random sample of subscribers generated by USAC. The WCB had established the speed, latency, and timing testing protocol in its July 2018 Performance Measures Order and then modified those performance testing procedures again in October 2019.
