The Federal Communications Commission’s (FCC or Commission) Public Safety and Homeland Security Bureau (PSHSB) has finalized the designations of Huawei Technologies Company (Huawei) and ZTE Corporation (ZTE) as threats to U.S. national security. This follows a November 2019 FCC Supply Order which initially designated the entities. The Commission determined that Huawei and ZTE should be covered companies because of their substantial ties to the Chinese government and their known cybersecurity risks and vulnerabilities. Effective immediately, providers will be barred from purchasing or maintaining Huawei or ZTE equipment and services with Universal Service Fund (USF) support. Providers will have the opportunity to request waivers of this prohibition.
