The FCC has adopted three orders regarding white space devices, a Report and Order, a Order on Reconsideration, and a Memorandum Opinion and Order. The Report and Order adopted rules requiring mobile white space devices, operating on TV channels 2-35, to comply with the same hourly database re-check interval that the FCC recently required for most fixed and mode II personal/portable white space devices. Narrowband white space devices will continue to re-check the white space database once per day due to their lower potential for causing harmful interference.
The Order on Reconsideration denied, in part, a petition for reconsideration filed by Shure Incorporated. In denying the petition, the FCC upheld its decisions to allow mobile devices to operate at 16 watts EIRP and to permit narrowband white space devices to operate in all areas. In the Memorandum Opinion and Order, the FCC declined to modify the rules to permit white space databases to use more complex terrain-based models to determine available frequencies for white space devices.
