The FCC’s Wireline Competition Bureau (Bureau) has issued a Public Notice reminding eligible telecommunications carriers (ETCs) of their ongoing responsibility to ensure the eligibility of customers seeking Lifeline support. The Bureau emphasizes that the newly created National Lifeline Accountability Database and National Verifier do not relieve ETCs of their obligation to claim Lifeline reimbursement only for eligible low-income consumers. Reforms to the Lifeline program notwithstanding, ETCs remain liable for any fraud that forms the basis of their Lifeline reimbursement claims.
