The FCC’s Wireline Competition Bureau is seeking comment on the National Exchange Carrier Association, Inc.’s (NECA) proposed modification of average schedule formulas, which were filed with the FCC in December 2017. The proposed changes would revise the average schedule interstate settlement disbursement formulas for interstate access services provided between July 1, 2018 and June 30, 2019 and, at constant demand, reportedly would result in a 5.6% overall increase of settlements. NECA states that actual settlements are expected to be lower due to projected losses of access lines and non-DSL demand and claims that individual average schedule companies will vary depending on company size, demand trends, and characteristics. Comments on NECA’s revisions are due by February 15, 2018 and reply comments by March 2, 2018.
