The FCC has adopted and released a Notice of Proposed Rulemaking (NPRM)to streamline its Part 25 satellite rules. Comment is sought on various proposals to (i) create a unified license for both space and earth stations on a geostationary orbit fixed-satellite service network; (ii) align earth station buildout periods; (iii) eliminate certain annual reporting requirements; (iv) update the out-of-band emissions rule for services with an internationally adopted standard, and (v) streamline satellite and earth station application processing. Comments are due 45 days after publication of the NPRM in the Federal Register and replies 30 days thereafter.
